Ms. Roberts, co-founder, GEARS, Inc, provides leadership in the execution of GEARS mission and vision. She has administrative oversight of GEARS with supervisory responsibility for all areas. Ms. Roberts works with organizations to enhance their organizational structure and process, policy formulation, human resources training, and strategic planning. Her personable style and keen insight, coupled with her experience in organizational analysis and human resources development, provide a powerful resource for all of our clients. Ms. Roberts ensures that each employee understands that our clients are GEARS #1 priority.

Deborah R. Brome, Ph.D

Deborah R. Brome, Ph.D

Executive Vice President

Dr. Brome, co-founder, GEARS, Inc., assists with administrative functions related to GEARS operations. She has 25 years of experience that transverses diverse areas such as evaluation and applied research; cultural competence in research, organizations, and clinical practice; and organizational development. Dr. Brome’s experience as a researcher and evaluator is complemented by 23 years of building models of cultural competence in research and clinical practice. She directs, supervises, and develops services and initiatives for the Division of Evaluation and Applied Research and works collaboratively on some Division of Organizational Management projects.

Sydney Stakley

Vice President, Corporate Operations Office

Ms. Stakley serves as GEARS Vice President for Operations (VPO), managing the Human Resources, Finance and Contracts functions for the company. Her role as VP of Operations is to strengthen the corporate infrastructure and increase the operational efficiency required for the firm’s future growth. Most recently, she managed multimillion dollar government health promotion and health communications projects for numerous Federal and private clients. Ms. Stakley brings more than 15 years of business leadership, staff development, and management and operational experience gained from working in government consulting, corporate and non-profit arenas.

Executive Officer

Ms. Joseph manages the daily operation of GEARS. She provides guidance on contracts, operations, and serves as the Executive Assistant to the President and Project Director to several support service contracts with the federal government. With more than 9 years of experience working at GEARS, she possesses a wealth of knowledge related to properly developing and managing relationships with clients, subcontractors and staff.

Vice President, Business Development

Ms. Hardaway provides leadership and guidance in partnership development with firms and federal agencies. She is knowledgeable of all aspects of the company and can serve as a liaison for teaming arrangements, agency procurements and proposal development.
